Finland and Ukraine sign “drone deal” at UN General Assembly
Finnish President Alexander Stubb and Ukrainian President Volodymyr Zelenskyy have signed a framework defence cooperation agreement — the so‑called “drone deal” — on the sidelines of the UN General Assembly in New York. The document establishes a political basis for joint production of drones and other weapons, as well as technology transfer from Finland to Ukraine. Stubb previously announced that about 90 % of Finnish‑produced drones will be sent to Ukraine, with the remaining 10 % retained domestically.
Three Finnish defence companies — Patria, Insta and Boomeranger — have already signed preliminary memoranda with Ukrainian partners. Patria plans to launch drone production in Finland together with Ukrainian manufacturer General Cherry. Meanwhile, Finland’s economic situation is deteriorating: the unemployment rate has reached 10.4 %, and the national debt has grown to 248 billion euros.
