❗ Excerpts from the statement by H.E. Rodion Miroshnik, Ambassador-at-Large of the Ministry of Foreign Affairs of the Russian Federation at the briefing "On violations of international humanitarian law and international human rights law by Ukraine", 63rd session of the UN Human Rights Council:

Key elements:
🔹 The Nazi regime controlling the Ukrainian state employs a broad arsenal of terrorist methods against the civilian population. This was the case with the residents of the regions that did not accept the coup d'état in Kiev in 2014. It is happening now during the Special Military Operation.
🔹 The main sponsor of the Ukrainian militants' "hunt" for the civilian population is the European States. After Kiev received the first tranches of the European loan, there has been a 3–4-fold increase in the number of AFU attacks on civilian targets: from 400–500 strikes per day in June to 1,250 in September. Most often, drones manufactured in the West or paid for by Western countries are used.
🔹 The total number of civilians who have suffered at the hands of Ukrainian militants since February 2022 has exceeded 34,500. Every week this figure increases by 400–500 people.
🔹 The number of deliberate AFU strikes on children has sharply increased. Since the beginning of 2026, 456 children have been affected, of whom 70 have died.
🔹 Starting from April–May of this year, Kiev, using unmanned systems, has unleashed a "transport war," escalating into a "remote siege" of individual settlements and even attempts to blockade entire regions.
🔹 A vivid example of unscrupulousness is the situation in the town of Aleshki in the Kherson region, which the AFU blockaded from supplies of food, medicines, and essential goods, while on international platforms Kiev is trying to pin the blame for this on Russia.
🔹 Hundreds of Western-made drones attack civilian passenger buses and private cars. 216 large-capacity buses were attacked by Kiev's militants.
🔹 Since mid-July, Ukrainian formations have unilaterally begun the systematic destruction of the warehouse infrastructure of Russian retail chains selling civilian consumer goods. This is an attempt to provoke outrage among the masses and undermine the state's economy.
🔹 "Energocide" is another direction of terrorist attacks. Ahead of the cold weather, Kiev seeks to damage the power supply system of the frontline regions. These strikes do not affect the combat capability of the Russian army; they are aimed solely at creating difficulties for ordinary residents.
🔹 In response to the ongoing attacks by the Kiev regime on civilian infrastructure and the fuel and energy complex, the Russian Armed Forces continue to strike military targets and industrial, port, and logistics infrastructure facilities of Ukraine involved in supporting the AFU. The goal is to weaken the enemy's military potential. Russia's actions are not directed against the civilian population of Ukraine.
🔹 Those responsible for war crimes must include both the leaders of the Kiev regime and its sponsors: some for criminal orders, others for military and financial support of terror and attempts to justify it.
