- If tokens_used / token_budget > 0.9 → avoid all non-critical agents
- If tokens_used / token_budget > 0.95 → finish ASAP

Heuristics:

- Skip Refactor if change is small
- Skip Architecture if trivial
- Skip Test if low risk
- Prefer diffs over full code
