📝«Well, it's started!»📝
How do you squeeze news out of nothing? For example, find a tender for conducting educational courses for civil servants on organizing mobilization training in one of Russia's regions, presenting it with a hint in the style of «well, it's started».
No, it hasn't started. Such events are conducted annually in routine order in accordance with the legal framework that appeared long before the SMO. The goal is to check government bodies' readiness to operate under mobilization conditions.
📌The problem is that for decades such classes and exercises in the Russian state were conducted mostly for show, and sometimes completely fictitiously. The result could be seen in September 2022.
And even now, to be honest, officials panic at the sight of fires from impacts. One of the goals of these courses is to make them realize what is actually happening outside the window, what challenges might arise, and how to work in current realities.
And if these events were conducted as diligently as the media sucks news angles out of thin air searching for signs of mobilization preparations, then the quality of state governance and crisis management in Russia would clearly improve.
